We build or mature the PMO, then hand a self-sustaining capability to your teams.

Does TechHarbor work on a fixed bid or time and materials?

Both. We will work on a fixed bid when you want budget certainty and aligned incentives, or on time and materials when scope is still evolving. The commercial model fits the engagement, not the other way around.
